What you can do depends on how "tight" you are with your neighbor. If you
are good friends and he wants someone to check the house every few days, he
might give you a key.

When a home hot spot goes down, often it can be restored by rebooting. A
simple matter of turning it off and back on.

For that you need access to his house, and you'd have to work that out with
him.

My neighbor has agreed to let me use his unsecured WiFi. This is a good
agreement when he is connected. His job takes him away from his home. He can
be gone up to a week at at a time. If his Wifi goes down or if he forgets
to connect before leaving, there is not much I can do. Any suggestions?

When he is not connected, I usually go to a Hotspot.
