Do you have a clear line of sight to your brother's house? WiFi works
best that way.
If you do have a clear line of sight, then you should be able to set up an
antenna that will cover the 400'.
Take a look at this product from RadioLabs. It is rated for over 1000'.
And, it's a lot less expensive:
