This happens to me frequenly in campgrounds when I try to use their WiFi
signal.

It almost always means their "backbone" is down. Their router has to be
connected to something that is connected to the Internet. That "something"
is called the "backbone".

It may be a DSL modem, a cable modem, or a satellite connection. If they
lose the connection to the cable, DSL, or sat, than you will have a nice
signal from their router, but you can do a thing with it.

About the only thing you can do is to ask at the desk if they are having
any Internet issues and maybe they will reboot whatever is messed up.
