There are two ways to use a tethered Verizon phone for Internet
access.
For years now, many folks have simply tethered their phones,
connected to the Internet, and used only minutes from their voice
plan for Internet access. Stay connected for an hour, and you
have used 60 minutes from your monthly allowance on your voice
plan. That is commonly called "Minutes of Use" (MOU).
A few years ago, Verizon started phasing out MOU access. People
started getting "access denied" types of messages. There are
still some users with old plans who continue to have MOU access,
but they are becoming increasingly rare.
The second method is to enable the "Mobile Broadband Connect"
feature. That feature costs $49.99/month, prorated on a daily
basis. You are limited to 5 GB per month. After 5 GB, you are
charged $.05/MB ($50/GB).
