Your minutes were never used on any Verizon data plan.

The tethered plan for ordinary cell phones is indeed
$49.99/month. Take look here:

Note that the $30 plans are for smartphones, Blackberries, and as
add-on to other plans that include data on the phone (the
Nationwide Connect Plan and the Nationwide Premium Plan).
